DETROIT, Michigan — Oct. 31, 2025 — The FBI says it disrupted a planned terror attack slated for Halloween weekend in Michigan, taking multiple suspects into custody during morning operations in metro Detroit. Federal activity was visible in Dearborn and Inkster, where agents executed searches and collected evidence.

While the Bureau has not released full operational details, multiple outlets report the case involves international terrorism; some reports, citing senior law-enforcement sources, say the plotters had links to ISIS and that five people were detained. The arrests followed a rapid sequence of raids early Friday.

FBI Director Kash Patel announced the disruption and arrests on Friday, noting the planned timeline around Halloween festivities. Local officials in Dearborn confirmed FBI activity and reassured residents.

Law enforcement activity unfolded in Dearborn and neighboring Inkster, where agents searched several locations and collected evidence. Witnesses in Dearborn reported a heavy police presence, and local officials acknowledged federal operations while emphasizing there was no ongoing danger to residents.

While authorities haven’t publicly named the suspects or specified charges, multiple outlets have reported that investigators are examining possible ties to ISIS. Fox News, citing a federal law-enforcement source, reported the alleged plot had an international-terrorism connection.

Local coverage in Detroit said five people, described as teens and young adults, were taken into custody following searches at three houses—two in Dearborn and one in Inkster. National outlets have broadly referred to “multiple” arrests as officials work through the investigation.

By Friday afternoon, the FBI and partnering agencies reiterated there was no immediate threat to public safety. A later search-warrant operation at a storage facility was also linked to the case, with officials again stressing that residents were not at risk.

The bureau has not released details on potential targets, methods, or timing beyond the Halloween weekend window. Further information is expected once charging documents are filed or a news conference is held. In the meantime, federal agents continued evidence collection at several sites across the Detroit suburbs.

Why This Matters For Private Security

  • Holiday crowds mean higher risk. Expect heavier foot traffic around Halloween events. Plan for extra staffing, clear access control, and quick, well-marked evacuation options suited to costumes and low light.

  • Refresh what to watch for. Brief teams on common pre-incident behaviors and how to report them quickly and clearly.

  • Tighten vendor & vehicle flow. Keep loading and service areas controlled, check credentials, and screen traffic near pick-up/drop-off points.

  • Watch cameras proactively. Assign operators to actively monitor key areas and escalate concerns promptly.

  • Practice the handoff. Make sure staff know exactly what to relay to 911 or responding officers—location, description, direction of travel, and nature of the concern.

  • Clarify roles tonight. Ensure supervisors and floor leads know who’s in charge and how to coordinate with public safety partners.
